ReSearch (in Swedish)es made in the late 80s showed that between 40 and 60 percent of the population aged 7-79 went to concert, theatre or cinema at least once a year. About 400 000 school children were playing some type of instrument and 250 000 people were singing in a choir.

The cultural policy supports a wide variety of artistic creativity. In a country with few inhabitants it is something of a challenge. Besides, everyone, irrespectivly of where they happen to live, should have the opportunity to enjoy cultural events. Moreover, culture is not only something to be consumed, it is also an activity in which you are able to take an active part, for example by playing in an orchestra, participate in a literature group, or whatever. This is another aspect to be considered when forming a cultural policy.

During the 1970's and 80's, the government grants to musical activities were distributed through two institutions, the Institute for National Concerts (INC) and The Royal Music Authority. In the mid 80's, both these organizations were abolished and a new one, the National Concert Institute, took over the functions from INC. From that time, the county councils have been responsible for the major part of regional musical life.
